To ensure the smooth conduct of the admissions and enrollment process for doctoral candidates at our college in 2025, in accordance with the "Jiangsu University Doctoral Candidate Admissions Regulation for 2025" and the "Jiangsu University Implementation Rules on the Admissions and Enrollment of Doctoral Candidates for 2025," and adhering to principles of fairness, justice, and excellence in selecting top-notch innovative talents, we have developed the following implementation regulations, taking into account our college's actual situation.
1. Admissions Plan
Our college plans to admit 19 academic doctoral candidates in 2025 (including 4 quota rewards for targeted recruitment, with no more than 2 targeted students), with the actual number of admissions to be adjusted based on the school's final admissions plan and candidate applications during the admissions stage. (Note: The enrollment plan for professional degree doctoral candidates will be confirmed after the university's official plan is released.)
2. Application Conditions, Application Process, and Enrollment Methods
Strictly comply with the relevant requirements and provisions of the "Jiangsu University Doctoral Candidate Admissions Regulation for 2025" and the "Jiangsu University Implementation Rules on the Admissions and Enrollment of Doctoral Candidates for 2025."
In particular, the application conditions for professional degree doctoral candidates are as follows: See Appendix 1 for the conditions for professional degree doctoral candidates.
3. Limits on Number of Enrollments per Supervisor
Each supervisor can admit one candidate in principle; each eligible supervisor can independently enroll no more than one candidate per year; targeted students must be enrolled no more than once every two years; part-time doctoral supervisors whose labor relations are not within our college can admit one candidate every two years.
4. Examination Methods for Professional Foundation and Comprehensive Ability
(1) Master-to-PhD Continuation Recruitment and Application Examination Methods
i. The college organizes a qualification review before November 29, and the list is submitted to the Graduate School for review and then announced on the college website for no less than 5 working days. The announcement content includes the basic information of candidates, time of obtaining a master's degree, application category, applying supervisor, supporting materials for research achievements (catalog), consulting, and complaint channels, etc.
ii. Before December 5 (time may change, subject to notice), the college organizes no less than 5 doctoral supervisors to evaluate the application materials submitted by candidates. The material evaluation indicators are as follows: ideological and political performance, physical and mental health, academic performance in the master's period, English proficiency, subject background, and research achievements. The material evaluation index weights are shown in Table 1.

Candidates recommended for evaluation undergo an examination of professional foundation and ability. The examination method uses PPT presentation and Q&A, and a score (out of 100) is given. The preliminary admission list is submitted to the Graduate School for review.
The specific evaluation scheme (including the calculation method for the total score) is as follows:
i. The examination is conducted in the form of an interview, evaluating candidates' foreign language listening and speaking skills, academic level, research ability, comprehensive qualities, and potential for development in the field of study (comprehensive evaluation score sheet is shown in Appendix 2).
The weights of material evaluation and interview are: 20% and 80%, respectively.
(2) General Recruitment, Excellent Supervisor Independent Recruitment Application Examination Methods
Candidates applying through the "general recruitment method" should pay attention to the remaining recruitment plans announced by my university's Graduate School website (http://yz.ujs.edu.cn) in mid-to-late December.
Before February 28, 2025, the college organizes a qualification review, and the list is submitted to the Graduate School for review and announced externally on the university's Graduate School website.
Candidates who pass the English proficiency test for general recruitment and those applying through excellent supervisor independent recruitment enter the comprehensive evaluation stage. The English proficiency test score is not included in the comprehensive evaluation.
The comprehensive evaluation stage is organized by the college's admissions work group, conducting an examination of professional foundation and ability. The examination method uses PPT presentation and Q&A, with scores calculated on a percentage basis.
The specific evaluation scheme (including the calculation method for the total score) is as follows:
i. Material evaluation (referring to the evaluation standards for master-to-PhD continuation recruitment).
ii. Interview
The candidates' English listening and speaking skills, subject background, research ability and academic achievements, potential for development in the field of study are comprehensively evaluated (comprehensive evaluation score sheet is shown in Appendix 2). Each interview expert gives a score (out of 100), and the preliminary enrollment list is determined by the average score and submitted to the Graduate School for review.
The weights of material evaluation and interview are: 20% and 80%, respectively.
(3) Examination Methods for Professional Degree Doctoral Candidates
The requirements for and specific evaluation scheme (including the calculation method for the total score) for professional degree doctoral candidates are as follows:
i. Qualification review in accordance with Appendix 1. Only candidates who meet the requirements can enter the interview evaluation stage.
ii.The interview evaluation stage is organized by the college's admissions work group, using PPT presentation and Q&A, with scores calculated on a percentage basis. The interview evaluation stage assesses the candidates' comprehensive qualities from several aspects including engineering practice experience, major academic achievements, future research planning, presentation, and Q&A; particularly focusing on their experience in major engineering projects or major scientific and technological projects, feasibility of research plan after doctoral enrollment, engineering innovation ability, management ability, and potential for cultivation (comprehensive evaluation score sheet is shown in Appendix 3).
iii.The result of the qualification review does not carry over into the interview evaluation stage. The interview weight in the final score is: 100%.
5. Enrollment
Master-to-PhD Continuation Recruitment: The college determines the preliminary enrollment list according to the total score of candidates and the number of enrollments per supervisor, and submits it to the Graduate School.
General Recruitment, Excellent Supervisor Independent Recruitment: The college determines the preliminary enrollment list by sorting candidates' total scores from high to low, based on the total score and the remaining quota of the college.
Professional Degree Doctoral Candidate Recruitment: The college determines the preliminary enrollment list by sorting candidates' total scores from high to low, based on the total score.
Enrollment categories are divided into "non-targeted employment" and "targeted employment". Non-targeted doctoral candidates must transfer their personnel files and organizational relations to our university before enrollment. Targeted doctoral candidates do not transfer personnel files during their studies. Before enrollment, the university signs a targeted training agreement with the candidate and their working unit. Targeted employment candidates bear the responsibility for any consequences arising from issues related to their employment. Candidates who fail to handle the transfer of personnel files according to regulations and whose files fail to pass the review will be disqualified from enrollment.
6. Announcement and Oversight Channels
The implementation regulations for the admissions and enrollment of doctoral candidates in our college will be announced on the Jiangsu University Graduate School website and our college's website. Our college's admissions consultation phone number is: 0511-88790170, contact person: Teacher Liu.
This implementation regulation is explained by the Mechanical Engineering College of Jiangsu University and is not covered by any other university documents.

Appendix 1
Professional Degree Doctoral Candidate Application Conditions
1. Citizens of the People's Republic of China.
2. Support the leadership of the Chinese Communist Party, love the motherland, have good moral character, and abide by laws and regulations.
3. Physical and mental health meets the national health standards.
4. Two letters of recommendation from professors (or equivalent professional titles) within the field of the applied major, not the applicants' supervisors.
5. The form of professional degree doctoral study is full-time. Enrollment categories are divided into "non-targeted employment" and "targeted employment".
6. Graduates of master's degree programs or those who have obtained a master's degree; students who are expected to graduate (at the latest before enrollment) with a master's degree. Candidates must obtain the corresponding academic degree certificate recognized by the state or the "Overseas Education Certification" issued by the overseas education service center of the Ministry of Education before enrollment; otherwise, their enrollment qualification will be cancelled.
7. Holders of bachelor's degrees related to the applicant major for 6 years or more (including 6 years, from the date of obtaining the bachelor's degree to the date of doctoral enrollment), or those who have been continuously working in the field of the applied major for 6 years or more after obtaining the bachelor's degree, can apply as equivalent educational qualifications. Candidates applying as equivalent educational qualifications must satisfy one of the following conditions:
(1) Have published more than 2 academic papers (first or second author) in national core journals related to the applicant major or its related research fields, or have undertaken and completed provincial or ministerial level scientific research projects (rankings within the top 3), or have received scientific research achievement awards at the provincial or ministerial level related to the applicant major (rankings within the top 5);
(2) Subject to an additional examination of 1 core professional degree course in the applied major as per the master's degree program training scheme, the additional examination is in the form of a written test, the additional examination score is not included in the total score, but candidates who fail the additional examination (i.e., those who score below 60 points in the additional examination) will not be admitted. The additional examination curriculum is shown in the table below:

8. General foreign language proficiency must meet the following conditions:
(1) Candidates for master-to-PhD continuation stage: CET-6 score ≥ 425, or IELTS score ≥ 6.0, or TOEFL score ≥ 85, or first author publications in English journals related to the professional field (publications can be retrieved in the included database or be published).
(2) Applicants for general recruitment method: must participate in the general recruitment English proficiency test organized by the school, those who pass the test may proceed to subsequent procedures.
9. General applicants for full-time targeted professional degree doctoral programs are usually from large enterprises and significant research institutes related to the mechanical discipline field, with solid theoretical foundations and rich practical experience, holding key technical or management roles in major national scientific research or engineering projects undertaken by their units.
10. Applicants are required to submit the following materials when applying: In addition to providing the corresponding certification materials as required by the "Jiangsu University 2025 Doctoral Admissions Regulation" (https://yz.ujs.edu.cn/info/1015/6587.htm), applicants must also submit certification materials for academic achievements or academic performance (master's course 1), certification materials for technical backbone or management roles in their institution, and other related materials.
